The first major step in the state provision of health care came with the National Health Insurance Act of 1911. The minister responsible for its introduction was David Lloyd George. The Act created a national scheme of insurance against sickness and disability, and applied to all workers over the age of 16 earning no more than £160 per year, amounting to some 14 million men and women. It did not apply to their dependents, although payments were made for the support of the family while the breadwinner was ill.
